Pricing for broken packs

Ability to set pricing for broken packs in a range rather than individually

e.g. Diazepam 5mg
quantities from 1 tablet to 49 tablets to be $X.XX

    A simpler solution would be for the "minimum PBS price" to overide the price if the sale price goes below the minimum eg if set price for 60 panafcort tablets is $17.99; script for 20 doesn't go to 1/3 of that price but at the minimum price eg $12.99 as minimum price charged to PBS general patient
