Scenario: Patient total script value is $276.90 and there is one Owing script in the patient history. Marking off the owing script increased the total to $284.00, exceeding the Safety Net threshold.

Current behaviour: When the owing script status is edited from Owing to Normal to mark it off, Fred Dispense Plus does not prompt to issue a Safety Net card. However, if the owing script is cancelled and re-dispensed to mark it off, the system correctly prompts to issue a Safety Net card.

Expected behaviour: Fred Dispense Plus should prompt to issue an Entitlement Safety Net card when an owing script is marked off by editing the script and this causes the patient to exceed the Safety Net threshold.
