surcharges function

To be able to charge eftpos/credit card surcharges on FRED POS via integrated eftpos terminals - currently managed by Linkly. Linkly can enable this surcharge function but cannot separate prescriptions from the overall surcharges (as pharmacies cannot legally place a surchage on prescriptions)
